What a retrofit coordinator actually does

The title sounds administrative. The job is not. A retrofit coordinator is the person who takes legal and technical responsibility for the fact that a house, after you have spent money on it, is warmer, drier and safer than it was before — and can prove it.

Under PAS 2035:2023, that responsibility runs across five distinct duties. We carry all five:

  1. Risk assessment. Every dwelling is triaged into a risk path (A, B or C) based on construction, exposure, heritage status and the measures proposed. Path C — solid wall, traditional construction, or anything complex — pulls in a full assessment by a qualified retrofit assessor and design input before a single measure is specified.
  2. Whole-house assessment. Fabric, heating, ventilation and airtightness surveyed as one interacting system, alongside an occupancy assessment. This is where most programmes are won or lost.
  3. Improvement option evaluation and design. Measures costed, sequenced and mapped against your funding stream's cost caps and eligibility rules — with a medium-term plan showing what happens in this phase and what is deliberately left for the next.
  4. Coordination of installation. Managing the installers, checking work in progress against the design, handling resident liaison and resolving the inevitable on-site surprises before they become variations.
  5. Evaluation and handover. Post-installation checks, lodgement with TrustMark, and the property-level evidence pack your funder and your auditor will ask for.

Why sequencing is the risk

The single most expensive mistake in domestic retrofit is insulating a building without dealing with how it breathes. Insulation raises internal surface temperatures and reduces uncontrolled air leakage — both good — but the moisture that was previously escaping through draughts now has nowhere to go.

The pattern is depressingly consistent: walls insulated in year one, condensation and mould complaints in year two, remedial ventilation work in year three at a cost that would have covered the ventilation design in the first place.

PAS 2035 exists largely because this happened at scale under earlier funding programmes. The coordinator's job is to stop it happening again.

In practice that means ventilation is designed at the same time as the fabric measures, not bolted on afterwards; that the heating system is sized against the post-retrofit heat loss rather than the pre-retrofit one; and that the order of works reflects how the building behaves, not the order the installers happen to be available.

Is a retrofit coordinator a legal requirement?+
For publicly funded domestic retrofit in the UK, effectively yes. PAS 2035 is the governing standard, funders require compliance with it as a condition of grant, and TrustMark lodgement — which the funding depends on — cannot happen without a coordinator having discharged the role. Privately funded work has no such obligation, but the technical reasons for having one do not change.
What is the difference between a retrofit assessor, designer and coordinator?+
The assessor surveys the property and produces the data. The designer specifies the measures and details how they will be built. The coordinator owns the whole process — commissioning the assessment, evaluating the options, managing the design and installation, and taking responsibility for the outcome. One person can hold more than one of these roles if qualified; we hold coordinator and assessor qualifications in-house.
How long does coordination take per property?+
The assessment itself is a single visit, typically 90 minutes to three hours depending on risk path and property size. The improvement plan follows within about five working days. Coordination then runs for the duration of the installation works — so the total elapsed time is governed by your installer programme, not by us.
Can you coordinate work that another assessor has already surveyed?+
Usually yes, provided the assessment is PAS 2035:2023 compliant, recent enough to still reflect the property, and the underlying data is available to us rather than just a PDF summary. We will tell you honestly if a re-survey is needed rather than build a plan on data we cannot stand behind.
What happens if the work fails an audit?+
It should not, because the evidence pack is assembled as the work proceeds rather than reconstructed afterwards. If a funder or TrustMark raises a query on a property we coordinated, we handle the response and any remedial evidence at no additional cost.
