Two very different counties in one

It's worth being precise about Leicestershire, because a programme in Melton and a programme in North West Leicestershire are not the same job at all.

Melton and the rural east

Sparse, dispersed stock in villages across the Wolds and the Vale of Belvoir. A high proportion off the gas grid, running on oil or electric heating. Ironstone and limestone construction in the older properties, which means solid wall — and a fair amount of it in conservation areas or on listed buildings, where the measure that makes technical sense and the measure that will get consent are not always the same.

Rural programmes live or die on logistics. Assessment rounds have to be planned geographically, and installer mobilisation costs more per property than an urban equivalent. Both need building into the cost plan honestly at the start.

North West Leicestershire and the coalfield

A different proposition: denser, with substantial post-war estates around Coalville and Ashby built to consistent house types, and the same non-traditional construction question that runs through every former mining district. The upside is repeatability — get the design right for one house type and it replicates across hundreds. The risk is assuming that repeatability before anyone has actually inspected.

A county-wide programme that treats both halves identically will over-spend in the east and under-specify in the west. The assessment stage is where that distinction gets made — which is why we won't cost a Leicestershire programme from a stock list alone.

Heritage and planning constraints

Leicestershire has a lot of conservation area and listed stock, particularly around Melton and the market towns. Where external wall insulation would change the appearance of a protected elevation, the realistic options are internal insulation — with all the condensation risk that carries if the detailing is wrong — or a fabric-light approach that puts the money into roof, floor, airtightness and heating instead.

We'd rather have that conversation at design stage with your conservation officer than discover it at planning. It usually changes the measure package, and occasionally it changes which properties should be in the programme at all.

Can you handle listed buildings and conservation areas?+
Yes, and they need handling differently. A listed or protected property generally lands on PAS 2035 risk path C, which requires full assessment and design input. In practice the conversation with the conservation officer should happen at design stage, not planning stage — it usually reshapes the measure package, and occasionally it means a property should come out of the programme.
Do you work with emh homes?+
Yes. We've delivered programme work for emh homes, part of emh group, whose head office is in Coalville. Housing association work runs much the same as local authority work — the standards, the lodgement and the evidence requirements are identical.
Is rural stock more expensive to coordinate?+
The coordination fee is the same £549 per property. What does change is installer mobilisation and scheduling, because dispersed properties cost more to reach. We build that into the delivery plan openly rather than letting it surface later as a variation.
How quickly can you start?+
Usually within two to three weeks for assessment rounds, depending on what's already in the diary. If you're working to a funding deadline, tell us the date up front and we'll say honestly whether it's achievable rather than agreeing and then slipping.
